These Pokemon are widely considered weak, or have many flaws that simply would not allow them to be used competitively unless against each other. NU is the lowest tier, standing for 'Never Used'. It's ban list includes any Pokemon listed in Ubers, OU, or UU. It was added in Gen V due to the ever-increasing number of Pokemon and player's desire to have competitive yet balanced environments to use their favorites in. RU, 'Rarely Used', is the next one down, and is technically the newest tier. UU has it's own metagame distinct from OU, and might have bans on items/abilities that aren't in OU, such as the decision to ban Hail in Gen V UU. This makes Pokemon like Flygon and Snorlax, which can have a hard time dealing with the OU heavy hitters, viable in competitive battles. It allows all Pokemon to be used except those which are in the Ubers or OU tiers. UU, or 'Under Used', is the next tier down. In order to create an environment where these not-quite-as-good Pokemon can still be played with in a competitive way, lower tiers were created. Any Pokemon listed as OU or lower can be used in these battles, and indeed some strategies only work with 'lower tier' Pokemon however, some Pokemon are simply outclassed by others and cannot be viable in the OU environment (Compare Garchomp to Flygon). Traditionally, the top 50 or so Pokemon are classified as "OU", since they are the most commonly used Pokemon in the most common metagame. If a Pokemon is deemed to be 'game breaking (eg Arceus, Speed Boost Blaziken) or over-centralizing (Garchomp in Generation IV), it is banned to Ubers, a tier where all Pokemon and items are allowed. OU, or 'Over Used' is the main usage tier, allowing most combinations of Pokemon, moves, and items, with certain bans made with the goal of making the metagame (the state of the game as created and modified by the players, encompassing team composition, item usage, play-styles, etc.) more balanced overall. Which Pokemon go into each tier is determined by usage statistics gathered from the community's battle simulator, Pokemon Showdown!, and these tier lists are updated each month.
